ROLE Stars Train-the-Leaders Programme
Objectives
The Programme aims to train community leaders from different sectors to enhance their ability and effectiveness in disseminating correct messages on the rule of law to others in their diverse community work and capacities, with the aim of promoting rule of law education on all fronts.
The Train-the-Leaders Programme uses real-life examples to explain some abstract concepts on the rule of law and legal principles to the participants of the programme in an easy-to-understand manner.
By disseminating consistent and correct messages on the rule of law in different sectors of the community through the participants of the Train-the-Leaders Programme, we hope to enhance public understanding of the principles of the rule of law and to inspire others in instilling respect for the rule of law and a law-abiding spirit in their everyday lives, thereby fostering their self-awareness to uphold the rule of law.
Principles of the Curriculum
The curriculum and teaching materials of the Train-the-Leaders Programme are developed with a focus on the rule of law. Fundamental topics related to Hong Kong's rule of law and legal system under the principle of "one country, two systems", covering the Constitution, the Basic Law, the Hong Kong National Security Law, the Mainland's legal system and the basic elements of Hong Kong's common law system, will be taught in an easy-to-understand manner.
Teaching Materials
The teaching materials will be lucid and backed by practical or real-life examples and their contents will be presented from the historical, national and world perspectives. They will help the stakeholders from various sectors of the community to effectively grasp the gist and key contents, thereby enabling them, through a step-by-step approach and from a fair and impartial perspective, to instill self-awareness of respect and trust for the legal system into members of the community and enable them to personally understand and experience the importance of the rule of law.
In addition, taking into account the educational and development needs, experience and expertise of people from different backgrounds and age groups in the community, we will consider preparing teaching materials on specific legal issues for stakeholders from various sectors of the community to integrate and apply them to targeted sectors or situations to further enhance the effectiveness of promoting the rule of law education.
Specific Contents
The Train-the-Leaders Programme is divided into phases:
First Phase
First Phase focuses on the concepts and principles of the rule of law, covering topics on concepts of rule of law and on the legal system etc.
Second Phase
Second Phase focuses on strengthening the understanding on the practice of the rule of law, including visits to various institutions relating to the rule of law, mock court trials and etc.
Third Phase (Initial Plan)
Third Phase is a continuation of the Second Phase, covering specific topics relevant to the rule of law and daily life, e.g. in-depth study of the Basic Law and the Hong Kong National Security Law, common criminal offences, relevant laws on consumer protection and building management, complaint mechanism, and etc.
